Library initialization and shutdown functions

This page applies to Harlequin v13.1r0 and later; and to Harlequin MultiRIP but not Harlequin Core

The support library uses an area of dynamically allocated memory, and therefore needs explicit initialization and shutdown as described in The Plugin Library .
