Plugin dialog utility functions

This page applies to Harlequin v13.1r0 and later; and to Harlequin MultiRIP but not Harlequin Core

These functions aid in transferring static structures describing a DICTSTRUCTION into memory the RIP has allocated. See the D_GETSTIOTEMPL (D_GETSTIOTEMPL ) and D_CBSTIOTEMPL selectors (D_CBSTIOTEMPL ).
