Scalable RIP GUID files

This page applies to Harlequin v13.1r0 and later; and to Harlequin Core but not Harlequin MultiRIP

As well as the SWfr -* directories, the current directory on RIP startup will also be used to write the persistent blade_guid.json file. This file is read on initialization by all processes using the HHR Scalable RIP Integration Library (ibripfarm) to provide a stable Blade identifier over shutdown/startup cycles.
