(v13) Pluggable font fallback

This page applies to Harlequin v13.1r0 and later; both Harlequin Core and Harlequin MultiRIP

Should it so be desired, a module that is unable to handle a font, either because the font features an unsupported construction or because the module believes it to be invalid, can pass that font on to other font modules or back to the Harlequin RIP.
