(v13) Plugin dialog utility functions

These functions aid in transferring static structures describing a DICTSTRUCTION into memory the RIP has allocated. See the D_GETSTIOTEMPL ((v13) D_GETSTIOTEMPL ) and D_CBSTIOTEMPL selectors ((v13) D_CBSTIOTEMPL ).
