(v13) Support functions for running multiple RIPs

This page applies to Harlequin v13.1r0 and later; and to Harlequin Core but not Harlequin MultiRIP

HHR for Harlequin 12 has improved support for running multiple RIPs on a single machine. This support is through the Union device, the Prefix device, and run-time handling of ZIPped SW configurations, which are all enabled by the Preboot device (see (v13) Preboot device ).
