(v13) Timelines and the Events system for plugins

A benefit of using the timeline API is the additional functionality provided because the timeline system is built on top of the Events system, and every significant thing that happens with a timeline produces events. Another benefit is that as well as having a unique reference to something, you implicitly get communication to all interested parties about significant things happening to that entity, whether it is the entity coming into being (with the timeline start) or disappearing (with the timeline end) or in many cases where the timeline represents something which in some way changes over time. For example, the interpretation of a job changes over time with the concept of progress along the timeline.
