When data is available to input plugins

This page applies to Harlequin v13.1r0 and later; and to Harlequin MultiRIP but not Harlequin Core

When an input device associated with a channel is ready to start data polling, the input plugin sets the

dataAvailable field in ChannelContext to show that data is available.
