HqnThroughputControl procedures

This page applies to Harlequin v13.1r0 and later; and to Harlequin MultiRIP but not Harlequin Core.

The format used to describe these procedures follows the general layout used in The PostScript ^® Language Reference Manual (2nd Ed).
