(v13) Scalable RIP component preparation

This page applies to Harlequin v13.1r0 and later; and to Harlequin Core but not Harlequin MultiRIP

Scalable RIP integrations must start the appropriate components before processing input. In effect, this means using the PrepareProcessing () function from skintest/src/argusage.c to start the components required for the role the executable is performing, before processing any input.
